USTOA (United States Tours Operators Association) is considered by many to represent the cream of the crop of tour operators and there are reasons for that. The relatively small number of members must pass a very stringent set of entry requirements, the most daunting of which is a $1 million deposit that must be placed with the organization to show good faith and the financial wherewithal to weather the inevitable storms that periodically shake the travel industry.
